from what is written in the constitution


According to Ahmed
Bilal, there have been no-confidence motions against the Speaker and the
Chairman of the Senate, during which he has quietly confronted such movements
in a constitutional manner

“If the meeting could be adjourned indefinitely, then no one could ever
bring distrust


Responding to a
question, he said, “Courts give immediate verdicts in such cases so that
no such constitutional process is stalled.” The requisition was also

the National Assembly under Article 54-3 of the Constitution


According to Ahmed
Bilal Mehboob, “earlier no-confidence motions were also filed against
former prime ministers Benazir Bhutto and Shaukat Aziz, who were used by the
then speakers in accordance with the constitution and rules


Under the
constitution, the speaker is required to convene a meeting of the National
Assembly within 14 days after the opposition recused himself. According to the
rules, voting on a no-confidence motion cannot take place before three days and
after seven days after the resolution is tabled in the assembly. According to
former law secretary Karamat Niazi, “the constitution and the rules are
very clear. Now, if anyone offers a different explanation, then it could be his
own personal opinion

that Karamat Niazi has also been the long time secretary of the National

against the constitution.”

Speaker transgresses his authority or violates the Constitution, then Article 6

speaker has ever violated the constitution in the past. However, the speakers
have been making mistakes.


According to Karamat
Niazi, if Speaker Asad Qaiser adjourns the assembly session indefinitely, then
his decision can be challenged in court.


According to him, the
courts give immediate relief in such cases. According to him, the beauty of
democracy is that it has a system of ‘check and balance’.


“It is not
that everything is exempt, the exemption is only to the extent of what was said
in the meeting that if something is said against someone then it cannot be
challenged in any court.”
